Consider the below scenario :

Custom resource 1001009 is configured to store the voice usage (in seconds) during a bill cycle and to be folded to 0 at the end of each cycle.

When this resource's balance is not updated during a billing cycle, the cycle fold event is not generated when running billing. How can we get the cycle fold event to be generated ?
