Symptoms

-- Problem Statement:
On 2.1.1 in Development:
When attempting to start the IDE for an Oracle Reports program instance,
the following error occurs:

ERROR
"oracle.apps.cdr.framework.persistence.CdrPersistenceException: Your User ID '<username>' has another
Service Instance which is initializing. Please try after '60' minutes".

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. From LSH application navigate to an existing Oracle Reports Program instance;
2. Check out the Program definition;
3. In the Program instance, press the "Launch IDE" button.

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot launch the IDE for an Oracle Reports Program instance.
