Duplicate Workflows Triggered For Scheduled Workflows (Doc ID 803394.1)

Symptoms

On 7.1.1 in Production:
When a workflow is scheduled to run at a specific time, find that the same workflow is being
triggered twice even though it is only scheduled once.

EXPECTED BEHAVIOR
Expect the workflow to run once at the scheduled time.

STEPS
The issue can be reproduced at will with the following steps:
1. Schedule any worflow
2. Introduce a Pause in the workflow as suggested in the <note 748775.1>.
3. The workflow is still triggered twice.
