Why is the NEP is loading all the ASDLs at start-up in the diag file? (Doc ID 806348.1)

Goal

What can make the difference in behavior between the NEPs? In this example a system has multiple NEPs in a production environment and it was observed that one NEP dumps 'Technology', 'Software load' and ASDL info in the diag file as below but other does not dump this information.
