Invalid Date Format Error When GRCM Date Format is DD/MM/YYYY on Action Item Due Date Using French Language Preference (Doc ID 808370.1)

Symptoms

When attempting to create an Action Item with the GRC Manager User Preference Language set to French, the following error occurs:

Exception
String was not recognized as a valid DateTime.
at System.DateTimeParse.Parse(String s, DateTimeFormatInfo dtfi, DateTimeStyles styles)
at System.DateTime.Parse(String s, IFormatProvider provider)
at SoxNav.SoxPage.ConvertLocalDateToCMSDate(String strIncoming)
at SoxNav.BPDesignReview.WriteData()

The same error also occurs when the browser language is set to French (France)[Fr] when attempting
to create an Action Item. The date selected in the Date Picker popup window for the Due Date
field is in the format DD/MM/YYYY.
