Goal

Using 7.2 permissioning center, when user create new permission for a role, it overwrites an existing permission in the same role. In table sevice_admin_permitteds_t each permission have got a rec_id, and the permissioning center use an existing rec_id in that role with the new permission and overwrite the old permission with same rec_id.

Steps to reproduce:
1) Create a role
2) Assign three permissions
In database:
/ClientTool/CustomerCenter  - say, rec_id -> 0
/accounttool/account/status  - rec_id -> 1
/accounttool/accountcreate/*  - rec_id -> 2

3) Delete first permission
In database:
/accounttool/account/status  - rec_id -> 1
/accounttool/accountcreate/*  - rec_id -> 2

4) Add 4th permission
In database:
/accounttool/accountcreate/businessaccount - rec_id -> 0
/accounttool/account/status  - rec_id -> 1
/accounttool/accountcreate/*  - rec_id -> 2

5) Add 5th permission(/accounttool/accountcreate/consumeraccount)
Here 5th permission overwrite rec_id of 2nd permission)
In database:
/accounttool/accountcreate/businessaccount - rec_id -> 0
/accounttool/accountcreate/consumeraccount - rec_id -> 1
/accounttool/accountcreate/*  - rec_id -> 2
