Cancel Deal Option Is Always Enabled In The Plans Tab (Doc ID 810923.1)

-- Problem Statement:
Cancel Deal option is activated even when a Product is not selected

-- Steps To Reproduce:
1) CSR with no permissions logs into Customer Center and selects a customer account
2) CSR navigates to Plans tab where the customer's products are displayed
3) Without selecting a product, the CSR clicks on the Actions menu. The Cancel Deal option is
4) Select Cancel Deal and the user is asked whether he wants to cancel the deal even though no
deal is selected.
