Scheduling Failed Atp Processing Error When Trying To Schedule S/O Line Or ATP Inquiry

When attempting to schedule a sales order line for item by clicking 'Availability'
or when performing an ATP Inquiry for the same item, you get error message
"Scheduling Failed, ATP Processing Error"
Staging tables' data is not collected. Please submit the request - Planning ODS LOAD.
The issue can be reproduced at will with the following steps:
Followed steps outlined in MetaLink note 473072.1
1) Item has OM Item Attribute Check ATP = Material Only
2) ATP Rule defined and saved on Item and Inventory Org
3) Profile Options related to ATP have been defined
4) ATP Data Collection has been run and completed successfully
