Symptoms

-- Problem Statement:
Using Oracle Utilities Meter Data Applications / Energy Information Platform (web interface)
when going to the Meter Data Applications > View Reports screen, the list of reports to view does not come back, instead you just get an error.  This can also occur on other View Reports screens under different products.

ERROR
An application error has occurred.

-- Steps To Reproduce:
Go to MDM > View Reports

-- Business Impact:
Users are unable to view reports in this section.
