Will Datausage Gui Be Impacted If Event_essentials_t Table Is Still Loading?

Goal
After restoring all BRM tables except EVENT_ESSENTIALS_T table, users started BRM application successfully while importing EVENT_ESSENTIALS_T is still in progress. BRM application came up without problem, but Data Usage GUI was not working.While CM and DM processes were up and running. see the following error message from cm.pinlog as
below:

Question, could this be related to EVENT_ESSENTIALS_T table? In other words, what could cause this
