Goal

When running EXTBLUSG, the program fails whenever the file reaches 4294967296 bytes, which is
exactly 4g. The filesystem allows for greater file sizes, but can the underlying 32-bit COBOL
create larger files? This is an initial data load, so we expect the file to be large
