Events Created In Delayed Period Are Not Retrieved In Invoicing

In Invoicing, Events Created In Delayed Period Are Not Retrieved
For instance, if the account was created on 5th day, billing day is 10th and have 10 days of delay:
Any event created between 15th and 20th days , even if it belongs to current
billing cycle, will be not shown in invoice.
-- Steps To Reproduce:
1. Create an account on day 5th.
2. Assign 10th as billing day.
3. Set 10 as delay period.
4. Rate and load an usage event on 18th.
5. Run billing on 20th.
6. Run invoicing.
The event created on 18th will be not shown in invoice.
