Bill In Progress Shows 0 For Account Created With Credit Card Pay Type

This problem can occur on any platform.

Symptoms

-- Problem Statement:
When an account is created with credit card pay type, the  amount is authorized but Bill in progress ( under Balance  tab in Customer Center ) shows zero.

-- Steps To Reproduce:
(1) Create a subscription product with some charge, say 10$
(2) Create an account purchasing the above product, with a valid credit card info
(3) Don't run billing
(4) Click the Balance tab in Customer Center and it can be seen that the Bill In Progress (estimate) is showing as 0 instead of the actual amount charged by the product.

Is this working as per design or should it display the amount of the product even though the payment is received through the credit card ?
