Bracket For Outstanding Value In Customer Center Is Not Consistent

This problem can occur on any platform.


When viewing the currency(currency other than US dollar) credit limit window, the bracket for outstanding value is not consistent, sometime the bracket is not showing even though the value is negative(-ve), and sometime it shows up but disappear again when clicking on it.

Please note that this will not change the amount stored in the database. It is purely a display problem.

-- Steps To Reproduce:
1. From Customer Center, search and select account with credit balance on non-US currency.
2. Then from Summary Tab, display "All credit limits".
3. The account should have a negative(-ve) outstanding balance.
4. Then try to move the "Outstanding" Column before "Unlimited" Column or change the focus to another dialog or send the dialog behind another window. The Outstanding balance will become a positive value.
