Goal
This note shows how to enable debugging for the 'OCL_MASTER_REPORT'.
The 'ocl_master_report' is the launch pad for Clinical reports (.rep files) and
does necessary pre-processing (eg setting user roles) before the actual report
which the user submitted is executed.
