ORA-12154: TNS:Could Not Resolve the Connect Identifier in Profitability Analytics Dashboard (Doc ID 822848.1)

Symptoms

After installing Oracle Financial Services Profitability Analytics (OFS-PA) 4.5, you receive an error like the following in all of the Dashboards:

State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred. [nQSError: 17001] Oracle Error code: 12154, message: ORA-12154: TNS:could not resolve the connect identifier specified at OCI call OCIServerAttach. [nQSError: 17014] Could not connect to Oracle database. (HY000)

The ORA-12154 error also appears in the /OracleBI/server/Log/NQServer.log and the /OracleBI/server/Log/NQQuery.log.

The error prevents any Dashboards from displaying results.
