Utility Pin_recover (-rfr) Is Not Recovering RFR File From Paymentech

This problem can occur on any platform.
- Created a accounts and balance for 1099 records
- Executed pin_bill_day
- The file is transferred to Paymentech successfully
- Connection dropped in between capturing the response back from Paymentech (Partial file is received back).
In this situation, pin_recover -rfr is supposed to run and pull the complete file back. But pin_recover is not doing that. However, if deleting one record with pin_clean and run pin_recover -rfr again, it will retrieve the whole file back to BRM.
