Router Network Element Identification Changed While Performing Group Disconnect (Doc ID 825723.1)

Symptoms

  An order is doing disconnect and add DSL on the same End User Location, so while disconnecting
the old DSL circuit using GRPDISC task, it selects different router element in the new disconnect
issue,rather than what was selected in the ADD scenario of the same circuit.
