Suspense Manager Center does not work for CSR account despite permissions

Suspense Manager Center options are grayed out for CSR accounts other than the root account. When permissions are created using the permission center, the Suspense Manager Center works for CSR accounts. When permissions are created using the Customer Center, it does not work.
