'Window Size is Below Minimum Size' Error When Minimizing Approve VTA's Form

Symptoms
-- Problem Statement:
When attempting to minimize and then maximize the Approve VTA's screen the following error message
is encountered:
ERROR

Window Size is below Minimum size - resetting.
After clicking 'OK', the error is returned and the user can only exit or gets kicked out of the
application.
-- Steps To Reproduce:
1. Log into TMS
2. Navigate to TMS --> Omission Management--> Approve VTAs
3. Select a Filter to use then click 'OK'
4. Click minimize window arrow icon in upper right hand corner
5. Click maximize window arrow => Receive error 'Window Size is below Mininum size - resetting'
