Credit Note Button Not Appearing On Bill Screen On Some CCB Environments

The Bill screen does not display the Credit Note button despite the fact the Use Credit Note is ON
on the Installation Options.

-- Steps To Reproduce:
1. Set ON the Use Credit Note on the Installation Options
2. Open a Bill screen and find out the Credit Note button is not dispalyed
