Problem Statement

1. During start-up of the rating batch framework, the users are getting several "ERR_INIT_ORDERED_BALANCE_GROUPS_ACCOUNT" error messages (DAT_AccountBatch module) in the process log.

2. Furthermore, when trying to rate a CDR that belongs to a child account, the pipeline hangs; to be more specific it hangs in the FCT_Account module and the thread stack is:

If the /ordered_balgrp of the parent account is deleted, the warning is not raised in the log and the CDR is rated, but of course without monitor packet.
