Service Order Missing in Device

This problem can occur on any platform.


When making an MDN, ESN and MSID change, and add an MEID in Customer Center, the service order generated does not include the new MEID.

-- Steps To Reproduce:
1. Create a service, associate an MDN, ESN, and MSID device.
2. After successful activation,do an MDN Change, and ESN, MSID change, add MEID via Customer Center in one transaction.
The service order generated by fm_tcf_prov_tcf_prov_info will include NEW MDN, OLD MDN, NEW MSID, OLD MSID, OLD ESN, NEW ESN, and telco features but not MEID.
