CMT Is Populating Incorrect Rec_Id In Sub-Balances

CMT is creating incorrect rec_id when it populates data for sub-balances array. When sub-balance bucket is created by BRM, it starts with 0 and updated by 2 (even numbers) and sub-balance buckets created by Pipeline it has odd rec_id. Based on this rec_id, realtime_cntr and batch_cntr also getting updated incorrectly.

It should update rec_id with even numbers and should not consider resource id when it derives rec_id. 

Steps To Reproduce:
1. Load subscription XML file by command:
    pin_cmt -import -file 1
2. Deploy account by command:
    pin_cmt -deploy 1 1
3. Verify balance group created.

Actual result:
bal_grp_sub_bals_t.rec_id is getting updated with even and odd numbers for same non-currency resource id
