MRCRLF Planning Manager Hangs/Performance While Processing Table MRP_RELIEF_INTERFACE Data (Doc ID 837099.1)

Symptoms

On 11.5.10.2 in Production:
Users find the Planning Manager stays in running status (ie hangs/performance) and will not complete. When this happens they see records in process_status = 3 (running) in table mrp_relief_interface. What
they've been doing to get around the problem is to set the offending records from process_status =
3 to process_status = 1 (Hold) and the planning manager then no longer hangs and cycles properly.  However the records in process_status = 1 can then not be processed successfully

EXPECTED BEHAVIOR
Expect the Planning Manager to process records in less than 1 minute and not hang continuously for
a few records

STEPS
The issue can be reproduced at will with the following steps:
1. Start the Planning Manager - Material Planner/Setup/Planning Manager
2. Planning Manager will run and cycle fine for several days
3. Note at some point the planning manager will stay in running status and not complete for hours
4. Find records in process_status = 3 (running) in table mrp_relief_interface which have not been
completely processed by the planning manager
5. Set the records from process_status = 3 to process_status = 1 and the Planning manager starts
to cycle as expected. But the records in this status have not been processed.
