Goal

The LSReportMonitor service polls the LSRFRPTINSTANCE table. When it recognizes that there is a record to be executed in the LSRFRPTINSTANCE table, it waits a few seconds before launching the Lsreport.exe process to execute the Rules Language code associated with that execution.

Why does the Report Monitor service wait for this time?
