After plan transition monthly fee stays active. In other words, monthly fee doesn't get cancelled. This is not happening for all accounts, only for some of them.
It is found that problem appears in below scenario:
It is when plan transition from plan A to plan B is made and plan A was already owned (and canceled) by account.
Steps To Reproduce:
One possible reproduction scenario can be like this:
1) account has Plan1 with monthly fee (account level deal) MF1
2) account has plan transition from Plan1 to Plan2 with MF2
3) account has plan transition from Plan2 to Plan1 with MF1
4) Any transition from Plan1 will cause staying MF1 not cancelled and in plans tab for the account we see that Plan1 account level product is still active.
