Create Service Order Is Inactivating Service

-- Problem Statement:
The user is performing a device swap for a service which will disassociate a device and then associate a device. The user uses BRM telco provisioning. So, as part of this, a service order is created.
It is observed that this is calling op_cust_set_status first inactivate the service and then once the service order is successful, activating the service. This is causing problems because whenever the status is changed from active to inactivate and then back to active, it causes the product status to change which is causing proration issues with free resources and cycle fees being charged twice.
- Why does changing the device associated with a service causing a status change to the service?
- Is this a bug? Is there a way to configure BRM so that this does not happen?
