Aggregated Account Transaction Balance Does Not Match Account FME Balance After Cancel of a Partially Applied Charge (Doc ID 841929.1)

Symptoms

-- Problem Statement:
When canceling a charge that has been partially applied, the balances of each charge are not
updated properly so the accounts balance when adding up charges and credits does not match the
acct balance in Account FME table.  The Account FME is the correct account balance.

This will cause acctbal.exe to fail the balancing process on affected accounts.
