Incorrect Refund When A Product And Account Is Created On The Same Day And When Product Is Cancelled

This problem can occur on any platform.
When a product and account is created on the same day, and when the product is cancelled then zero amount is refunded.
-- Steps to Reproduce
1. Create a Product with quarterly cycle forward event with Rate Plan Selector and proration ( purchase= charge based on amount used, cancel= donot charge for cycle)
2. Set the pin_virtual_time(PVT) to mar=13 01:00 hrs and commit the above product and plan (make sure its commited other than non-zero hour)
3. PVT, mar=13 01:10 hrs, Create an account purchasing the above created product,quarterly billing cycle.
4. Move the PVT 30 days ahead and cancel the product.
-Full cycle forward fee amount should be refunded.
-No cycle forward fee refund.
