After issuing a backdated subscription line transfer, cycle forward values is not calculated correctly.

(step1)04-Nov 2200, create account 1 with DOM=06, and purchase product (CF $138)
(step2)05-Nov 0200, bill run 1
(step3)06-Nov,0200, bill run 1
(step4)07-Nov,2200 create acctount 2 with DOM=10, purchase nothing
(step5)08-Nov 0200, bill run 1
(step6)09-Nov,0200, bill run 1
(step7)10-Nov,0200, bill run 1
(step8)15-Nov,01:00, do a backdate line transfer as of 15-Nov 00:00
(step9)15-Nov,0200, bill run 2

Expected result:
