Cycle Forward Arrear Event Creates New Bill Item When Product Status Is Changed (Doc ID 846540.1)

Symptoms

--Problem Statement:

Monthy cycle forward arrear event creates new bill item within the same billing cycle, every time the product status is changed though the bill item for this event type is "cumulative" and all events within billing cycle must get into one bill item.

--Steps To Reproduce:

(1) config_item_types.xml has 

<ItemTypeElement>
<ItemTag>cycle_forward_arrear</ItemTag>
<ItemDescription>Cycle forward arrear</ItemDescription>
<ItemType precreate="false" type="cumulative" sub_type="recurring">/item/cycle_forward_arrear</ItemType>
</ItemTypeElement>


(2) config_item_tags.xml has 

<ItemTagElement>
<ItemTag>cycle_forward_arrear</ItemTag>
<EventType>/event/billing/product/fee/cycle/cycle_forward_arrear</EventType>
<ServiceType>/service/*</ServiceType>
</ItemTagElement>



(3) Create an account with a Cycle forward Arrear Event Plan in Customer Center.
(4) Cancel product (after this step, additonal bill item is created)
(5) Purchase product (after this step, third bill item created)

Expectation : In step 4 and 5 , no additional bill item should be created.
