Goal
The time taken by the INTDLOADEXDATES function is used to allocate and initialize some memory structures in the environment. These information are created and instantiated once only, this explain why the same function takes (in this case) 3 seconds the first time and much less in the following calls. From a performance perspective, there are no improvements which can be taken (not even at database level).
