In Plan Transition, Red White Blue Transitions Do Not Reflect Associated Plan List In Customer Center

This problem can occur on any platform.
In Customer Center, when transitioning plans, Red/White/Blue transitions do not bring up the associated plan list
In Pricing Center, create a Price Plan Where Plan A can be transitioned to Plan B with Transition Type Red.
2) Create an account with Plan A.
3) Try to transition from Plan A to Plan B With Red in the Purchase Wizard. No plans show up.
