Service ID Not Populated In Database For Newly Created Service (Doc ID 853209.1)

Symptoms

Service_ID  not populated in database for a service.

Steps To Reproduce:-

1) Create new customer with dummy plan for /service/ip.
2) To modify the customer information for adding new service to it, use following input flist for
PCM_OP_CUST_MODIFY_CUSTOMER:

Now a new service will be added to the existing customer.

3) In the output flist check the PIN_FLD_SERVICE_ID value is populated as 'ABCD Service'.
4) But in the service_t table the SERVICE_ID value is not populated for this newly created
service, the field is still showing as null.



Expectation is the SERVICE_ID field for the newly created service in service_t table should have
the value as 'ABCD Service'.
