Above Note contains the following detail:

Recompiling Lob.pll

Lob.pll is supplied with 4.6.2 for handling lob related functions from forms.

This must be recompiled while applying the patch. The following steps recompile the pll.

  1. Open a command prompt.
  2. Set the value of the environment variable OPA_HOME to the root directory of your Oracle AERS 4.6 installation: 
  3. DOS> set opa_home=OPA_HOME_VALUE Set the PATH value 
  4. DOS>set PATH= oracle_as10gmt_home_value\bin;%PATH% Navigate to <opa_home>\aers
  5. Compile the lob.pll using the following command: 
    frmcmp module=lob.pll module_type=LIBRARY userid=/@ upgrade=yes compile_all=yes batch=yes

This generates lob.plx in the same location. If there are any errors, please contact your administrator.

The above fails since no output is produced.. There are no errors seen.
