Can OBIEE support a requirement like a Company Rank on Sales figures, regardless of the selection parameter (region/district) specified in the report?

For example,

The company has 10 stores in total.
Region A: Store 1, 2,3
Region B: Store 4,5
Region C: Store 6,7,8,9,10

A sales report is like this:
Region       Store         Sales              Company Rank
  A                 1              1000                         8
                      2              2000                         7
                      3              3000                         6
B                   4                400                       10
                      5                500                         9
C                   6              6000                         5
                      7              7000                         4
                      8              8000                         3
                      9              9000                         2
                    10            10,000                        1

When only Region B is selected, expected result:
Region      Store           Sales       Company Rank
B                  4               400                  10
                     5               500                    9

However, Business Intelligence (BI) can only give the following:
Region      Store           Sales       Company Rank
   B               4               400                      2
                     5               500                      1

The rank is always calculated among the result data set, but cannot be controlled to have the calculation among the full set of database data.

Can the Rank function in BI support such business requirement?
