Workflow Does Not Start The Engine (Doc ID 855105.1)

Symptoms

On 7.2 in Production:
Find that when trying to start the engine through the workflow the same does not get started. Nothing happens in the front end.
The collaborator logs shows the following error:

12:05:10:361 ERROR ---------------------------------------------------------------
12:05:10:361 ERROR Database Error [db_win.cpp,68]
12:05:10:361 ERROR - Source: Microsoft OLE DB Provider for Oracle
12:05:10:361 ERROR - Description: ORA-12154: TNS:could not resolve the connect identifier specified
12:05:10:361 ERROR - Message: Unspecified error
12:05:10:361 ERROR - Error Number: 0x80004005 - Unspecified error

STEPS
The issue can be reproduced at will with the following steps:
1.Create a workflow that has a step that calls the engine to run
2. Run the workflow
