The POL_PREP_PASSWD opcode is not called during account creation and purchase new plan if leaving the password field as blank in Customer Center. Then, user cannot login the newly added service(e.g. /service/telephony).
Steps To Reproduce
1. Create new account in Customer Center.
2. Purchase new plan with /service/telephony, and leave the password field as blank (i.e., in the service tab only enter the login and go to the next tab).
3. Make a call using the phone number(login) that just created, the authentication failed with the following result :
0 PIN_FLD_RESULT ENUM  0
0 PIN_FLD_TYPE ENUM  6
0 PIN_FLD_REASON ENUM  2
