Switching Clearance Document is Missing (Doc ID 858960.1)

Symptoms

The safety document, Clearance Document #1021, was created and issued for Switching Plan # 500007. 

It cannot be released and the error "Clearance Document doesn't exist" appears when trying to release the Clearance Document in the Switching Plan. The document is no longer listed in the WorkAgenda Safety Doc List, but the Clearance Tag is in Viewer and cannot be removed from the object in the OMS Viewer.
