When attempting to execute Step 12 from the TMS 4.6 Smoketest- VTA Creation Report the
template field contains <None>.

The Oracle Templates are not available for selection.

After review the OPA.OPA_USER_XDO_TEMPLATES and OPA.OPA_XDO_TEMPLATES tables are both empty.

How do populate the missing data from the two tables?
