Incorrect Resource Validity Period

Setting resource validity period End to n billing cycles in Discount Rule, it does not work as expected.

--Steps to Reproduce problem:

1. Using Pricing Center, modify the standard  discount "DM10%OFF". Change Discount Rule to impact some resources like below :

Resource 2000001 : 'Resource Validity Period' --> Impact -->  End --> Relative -->1 billing cycle
Resource 2000002 : 30 days
Resource 2000402 : 2 billing cycles

2. Create an account

3. Purchase deal contaning the above modified discount

4. Rate a call to activate/apply the above discount

5. Analyze balance group and impacts from this call :

Resource 2000001 : valid to = 0, but in discount rule it is configured 1 billing cycle - NOT OK 
Resource 2000002 : valid to = 30 days, in discount rule it is also configured 30 days - OK
Resource 2000402 : valid to = 1 year, but in discount rule it is configured 2 billing cycles- NOT OK
