Some Routers .Dat File Not Getting Generated In Iim Repository (Doc ID 861991.1)

Using Oracle Communications Network Integrity to perform a reconciliation action, some equipments are generating StringIndexOutOfBounds Exceptions, such as below:

2010-03-24 11:19:17,841 ERROR [oracle.communications.networkintegrity.dat.adapterengine.xmlparser.XMLParserEJB] parseNetworkElementPrivate(): Exception
java.lang.StringIndexOutOfBoundsException: String index out of range: -4
at java.lang.String.substring(
at oracle.communications.networkintegrity.dat.util.FileHelper.getHashcodeDirPath(Unknown Source)

This can be seen for equipments with ME names consisting of 2 or fewer characters.   The problem is also seem for ME names such as "ab1" and "a11".
