No Purchase Fee Event Generated After Purchase End Date

If the product included into Plan A does not start at purchase time (deferred/delayed start date), pin_cycle_fees with -purchase option does not generate Purchase Fee Event if it is called after canceling the product, but at the same time Cancel Fee Event is generated by pin_cycle_fees -cancel correctly for which there is no purchase fee at all.

Steps To Reproduce:-
1. Create a product with a product purchase and a product cancel fee events.
2. Create a deal and add this product to it. Make the purchase, usage and cycle start date of the product relative to purchase(1 day) and make the purchase, usage and cycle end date of the product relative to purchase(2 days).
3. Create a plan with above deal and commit the plan.
4. From Customer Center create an account, using the above plan.
5. Move pin_virtual_time 3 days forward (so that the end dates of the product would be in past).
7. Execute pin_cycle_fees -purchase and pin_cycle_fees -cancel.
8. Here it can be observed that only cancel fee is charged to the customer and no purchase fee is charged. It is wrong to charge a customer for product cancel fee for which there is no product purchase fee is charged. Expectation is either both purchase & cancel fees are applied OR neither of the charges are applied.
