Webolgic Does not Come Up When Switching Clusters (Doc ID 865173.1)

Symptoms

Weblogic is throwing exceptions when switching OS clusters, as well as when it is running on the primary IP it's giving exceptions  while creating connection for pool:
"System.prod.ApplicationType.ServiceActivation.Application.1-0;5-2;ASAP.Comp.RPCConnectionPool":
JZ006: Caught IOException: java.net.ConnectException: Connection refused>"

In the Weblogic log the following was found:
