AERS Installation Fails at Data Import step and Default Users are not Created (Doc ID 867195.1)

During the installation of Oracle AERS by the Universal Installer, the following message is seen after the data import has failed:

Error: Data Load(baseline): Import Site Config failed, see log file ( <ORACLE_HOME>\database\log\config-site.log ) for details.
Log file: <ORACLE_HOME>\aers\database\log\aersinst_<DB>_<DATE-TIME>.log

One of the symptoms of this is that default user accounts are not created.
