Customization Of Pin_bill_day Utility Driven By Dom

Pin bill control file is used to configure the list of DOMs. This file has the current DOM and two previous ones. Billing is run, by picking up the accounts whose DOM equals to the values configured in the control file.
If account(s) whose DOM equals any one of the values in the control file, undergo a DOM change, those accounts are not picked up by the pin_bill_accts in spite of their actg_next_t remaining unchanged.

Lets take the following example:-

Consider an account whose DOM changed from 11 to 29 

Billing uses a pin bill control file, which contains the current DOM and two previous ones.

When billing was run on 12-Dec, only accounts on DOM: 11, 8 and 6 would have been picked up as only these DOMs would be present in the control file.

Therefore, the above accounts (who had their DOM changed from 11 to 29) were not picked up (despite actg_next_t set to 11-Dec).
