Symptoms

-- Problem Statement:
When calling PCM_OP_RERATE_INSERT_RERATE_REQUEST twice for the same account, but with an earlier start time on the second call, the rerate request is not updated with the earliest start time as explained in the "Avoiding duplication of rerate jobs" section of the documentation.
