Value for CURRENT_DATE is 1 Hour Behind when Run from EIP or the Adapter (Doc ID 869312.1)

Symptoms

The Rules Language function CURRENT_DATE value is behind by 1 hour during Fall DST. When running the same rate schedule from Trial Calculation or RUNRS.exe the time is correct.

Symptom: When a report is run from Trial Calculation in Data Manager, the CURRENT_DATE time is correct for Fall DST. When the report is run from the web, in EIP (Energy Information Platform) the CURRENT_DATE value is 1 hour behind.

Symptom: When a report is launched from the Adapter, when the Adapter is running as an NT Service, the CURRENT_DATE value is 1 hour behind. The value is reported correctly when run from Trial Calculation.
