Pin_bill_accts Is Automatically Running When Customer Center Is Refreshed

Whenever account is moved to purchased_product's validity end date, the pin_bill_accts is automatically running. There is no cron job configured for running pin_bill_day still it is observed automatic pin_bill_accts being run.

Steps To Reproduce:
1) Create a customer with a product (cycle/usage end date set to 6 months) on 12th Nov. Its next billing day is 12th Dec.
2) Move the PVT to 11th Dec 23:59:00. 
3) Wait till it crosses the time and reaches on 12th Dec 12:00:00. 
4) After few seconds in customer center click on the refresh button. 
5) Now under balance tab one bill will be generated for the cycle 12Nov to 12Dec and the billing cycle will be shifted to 12Dec to 12Jan.
The billing is getting triggered only when the customer center is refreshed.Unless until CC is not refreshed there is no issue.
